ACCOUNTABILITY & SAFEGUARDING

Kdei Karuna works with people who have survived violence. That places a particular duty on us: everyone who takes part in our programmes, works for us, or comes into contact with our teams must be safe from sexual exploitation, abuse and harassment — and must be able to speak up when they are not.

OUR COMMITTMENT

We do not tolerate sexual exploitation, abuse or harassment by anyone associated with Kdei Karuna. This applies equally to our staff, board members, volunteers, consultants, interns, contractors and partner organisations, regardless of position or seniority. Preventing harm is a shared responsibility, and we treat it as part of our peacebuilding work — not as something separate from it.

WHAT HAPPENS AFTER YOU REPORT

Reports are received by our two PSEAH Focal Points. We acknowledge every report within a few working days, assess it, and investigate where needed. We offer a referral to psychosocial, medical or legal support — only with the consent of the person affected. Where there is evidence of a criminal offence, a case may be referred to the national authorities, taking the wishes and safety of the survivor into account.

WHAT THIS MEANS IN PRACTISE

  • Every candidate is screened before appointment: reference checks, a signed declaration, and PSEAH questions in the interview.

  • Every staff member, volunteer and consultant signs our PSEAH Code of Conduct before starting work.

  • Induction and refresher training on PSEAH is mandatory for all personnel.

  • The policy and the reporting poster are displayed in Khmer and English in our Phnom Penh office and in our field offices in Angkor Chey and Traeuy Koah.

  • Every project is risk-assessed, and risks are reviewed over the life of the activity.

  • Every partner and contractor agreement includes a zero-tolerance clause on SEAH.

  • Our response is survivor-centred: the person affected decides if, when and how they report, and whether they want a referral to support services.

HOW TO REPORT

Anyone can raise a concern — staff, community members, participants, partners, or members of the public. You do not need to be sure. A concern is enough.

You can report without giving your name. What you tell us is treated confidentially and shared only with those who need to know in order to respond. No one will lose access to our programmes, and no staff member will face any disadvantage, because they raised a concern in good faith.
